how to set a single outbound dial pattern for match all numbers. like 7 digit, 9 digit, 10digit etc etc.

You can use (^\d{4,16}$)
The 4 is the minimum amount of digits, the 16 is the max, you can toggle this anyway you like, but I have it set as 4 and then set all my extensions as 3 digit extensions, this way your internal extensions dont try and go via the outbound rule.
