Setting Session Limits per Tenant?

Hey everyone-

I know that you can set session limits system wide by editing switch.conf but am curious if there's a way to set session limits per tenant? The idea is, I have a couple of customers that pay per concurrent call rather than by seat so I would like to have a way to enforce session limits in this scenario.
