Cisco TFTP over WAN

We need to provision Cisco 7940 ( not my choice but a client has 600 of the things) I can't however get the phones to provision. I have option 66 set to the fusion server and they pickup a config file but then don't register etc. Any ideas or if someone can lay down the process.

You are in for some serious pain if you proceed with this. It is possible to get a few of them to work behind NAT but for 600 I'll be putting a Fusion box in their LAN and up-linking the box to your server.

TFTP is a completely insecure protocol and should NEVER be used over a WAN.

As EasyBB says, you are probably in for some serious pain, these Ciscos are absolutely the worst when it comes to NAT they were never designed to operate without call manager and the only sources of info come through reverse engineering.

You may pull it off but I would think you would probably have to port forward every one of them.

I would also definitely go for the FusionPBX local LAN option if it can be done. Failing that, at least try and put a TFTP server on the LAN and ship the config files to there.
