No answer to Voicemail Announcement up to 15 sec delay

I hadn't realised but a user notified me today that on an incoming extension call it can take up to 15 seconds from the phone ringing to the voicemail announcing that the user isn't available.

If the handset is off the voicemail is immediate.

Im guessing nat issues again or possibly language issues with me not being able to fully move from Callie to Rachel but can anyone think or has anyone seen this before and have a fix?

Returned voice back to callie and it hasn't helped.

Ive just reread my post and I think maybe your all thinking "that's extension time out", what I mean is call rings to the end of the extension time out period and then there's dead space of 15 seconds between the end of the ring and the start of the voice mail recording.

Also it appears that its only when a greeting has been recorded by the user. If the system says the generic "The person at extension……." that will play immediately.

Ok so its the missed call email notification had holds it up. Ive just removed the email settings from the extension and the voicemail greeting played straight away:
