Unable to remotely login to manage voicemail

on some DIDs when I dial into my DID, I get an OGM where I can hit * and then I get a login prompt. and can manage the mailbox. Most other DIDs when I get a different OGM and then hit * it disconnects.

Seems not to matter if PLAY TUTORIAL is enabled or disabled.

This happens on multiple instances of FusionPBX.

How can I get consistent VM operation so users can remotely dial in and manage their mailboxes?
