Call Park callback calls

I am setting up a new domain on my FusionPBX and am having trouble with the Call Park feature. On an existing domain it is working great so I'm sure it's a dialplan problem of some sort. Here is the scenario:

On the new domain, a call is made, the call is parked using a dedicated parking lot button. The call timesout in the parking lot and calls the timeout destination, the call cannot be parked again. It kind of crashes the phone, it tries to transfer but ends up putting it on hold, and it's just a mess.

On the existing domain the call can be called back and re parked all day long. I using Grandstream phones. I checked the settings on the phones and transferred accounts around, it's definitely a FusionPBX issue. Where should I start for someone to help me with this? sngrep?
