OK, I'm officially confused right now. Are you still using domain "t1.ngt-tech.com"? Like I said in my previous message your DNS is pointing to the address 64.227.128.54. What's with this new address 167.71.68.215? Is this your new IP address?
Let's start from the beginning. How do you access your fusionPBX, what address do you use?

Also you don't need to add anything to the ACL because you are still not using any provider, you are trying to connect the extensions.

If you want I could try to help you, send me credentials in PM, and I try to see what's going on. Also you need to be sure that your A record is correct in your DNS.
