Need to send a call to ring group containing outside numbers and play a message upon the call being answered

Call comes in and is sent to an IVR
A selection is made and the call is transferred to a ring group
The ring group consists of outside phone lines (cell phones)
When someone answers their cell, we need to say the following: Caller pressed extension X. Press 1 to answer or 2 to send to voicemail.

Any ideas on how to implement?

Yes, that takes care of the ability to answer the call or go to voicemail but it doesn't tell them which selection was made in the IVR. Also, it would go to the voicemail of that particular user and not the voicemail associated with the IVR selection.

You can use callerID prefix, that is just around

The real way will be a custom lua script

MTR, the problem with the prefix is that on his mobile devices they caller id name gets over written by a cname lookup at his mobile carrier. Dunno it exactly as we do not have this sort of thing in the UK, ie no caller id name at all.
