I am using global dialplan on my FusionPBX. I have created a gateway in primary domain (Not Global) and created a Outbound Route Global. Its working for all domain. So no need to do gateway Global, just to dialplan global.

From which IP you are getting incoming calls? Is that IP allowed in ACL?
