Agent Status doesn't change from Available to Logout

I have setup the *22 dial plan as follows however, when we dial it, the phone just goes beep then hungs up. I wonder why it didn't change the agent status and also hungs up when dialed.

We used Fanvil phones and the *22 was added as a Speed Dial.
