Call Center Ring All not ringing all

I have a call center set up that all the agents are set with the same settings. The Call center is using Tier set up. I have about 30 agents set to a zero tier and position 0. Then it is supposed to ring the next tier. I have gotten a lot of people who are not ringing when they are supposed to. Using sngrep I can see that the system is not sending out all of the tier zero invites and the same time. Seems to send 4 or 5 then wait a few seconds and send out another 11 then wait again and send out about another 6. Any clues and where to search would be good.
