Call goes to VM first then extension

Hello everyone,

I have strange issue, I have extension once you call it (internally or externally) your call will go to the VM message (you will hear "your call has been transferred" then" at the tone record ...") you stay on the line and then the call will be transferred to the extension!

on the dial plan I tried setting these but no luck

skip_instructions=true
skip_greeting=true

any idea guys ? I am using FusionPbx latest version
