Change call recording storage type

I could not find a setting to change so call recordings are stored in the postgres database as base 64. Currently they are being saved to a directory on the file system. I see that the database table contains a field for call_recording)base64. All these values are null. and the field call_recording_path contains the path to the recording. Is there a way to get the recordings saved to postgres instead?

Maybe:

Advanced -> Default Settings, Category Recording, changing:

storage_type to Enabled = True

I already did that but calls recordings continue to be saved to the directory. Do I need to restart the PBX? As a side note recordings (uploaded using applications>recorodings) are saved as base64, but not call recordings.
