Creating focused administrative group

I'm getting around to creating groups that have granular permissions to configure and administer certain functions within FusionPBX. The goal is to offload some of the admisttive work to users that are closer to needs. Right now its simple, obvious groups, like receptionists (operator panel, active calls, etc), call center managers (queue and agent status, etc) and conference bridge managers (create rooms, manage pin codes, etc).

The question is focused on the conference bridge managers. I can let them create and manage rooms which offloads a great deal of end-user support but I have run into an issue. When a new room is created it functions fine but there is no way to assign the room to the user. The room is never assigned to a user and so there is no self-servicing for that user. This function seems to be limited to admins and superadmins or, at least, I can't find the permission to assign that would allow this new group to add users to the room.

Any thoughts?
