db restore from 4.5.20 to 5

Wanted to test out v5, I spun up a new Debian 11 and tried to restore my DB from 4.5.20 onto this and the psql restore command just sits there - should this work ? my plan was to restore the db, then run the schema upgrade. if finally errored with -
pg_restore: error: did not find magic string in file header - the backup is just using fusions backup script
