Something I found that I thought I’d give back as I keep on taking from this forum.

Had a customer with two sites off the same tenant/domain, one extension couldn’t call any extension on the other site/subnet, it wouldn’t ring (but didn’t fail the call) however it would go to the voicemail on call timeout. Phone could call out externally and could call extensions on the same site/subnet.

After alot of mucking about, finding the lets encrypt certificate issue, not being able to provision the phone, resolving, and it still not working we tried changing the name of the device which was originally user/medical to user|Medical and it worked!!!!

The / character was stopping the call from ringing (both outbound device ring and the receiving device ringing)
