Give user access to only one extension

Yes,
1. Create a user with user role (not admin)
2. assign an extension to that user.

You can also create a separate custom user role and assign required permissions and assign to your user.
 
Would that not just allow that user to manage that extension? It wouldn‘t allow me to assign IVRs/ring groups/etc to a specific user.
 
There gets a point where you have to entrust someone with more permissions, to administrate the 'global' features like ring groups or IVRs, at that point you'll have to just make them an admin of that domain and trust them not to break things.
 
That's not really an option in our scenario. Is there no way to just allow a user to manage one IVR and nothing else?
 
There is no "user" level option for IVR's etc since normally an admin type user would handle such things.
There isn't a way to limit a user's access to a single IVR etc, but you can fairly easily setup a "limited admin" user role to give access to only the menus/options required such as only their typical user level items and just the Applications>IVR's page.

Permissions are broken down to multiple levels where 1st they need access to the page to even see it in the menu, then the permissions to view/edit/add/delete the items. So a limited admin might be able to view and edit existing ivr's but not add or delete them.

As a failsafe, there is Advanced>Transactions that log changes made and allow a superadmin to trace and undo changes if needed.
