Grandstream ignoring jitter settings

We have what I am certain is a jitter problem with voices breaking up, etc. Mostly it's on 2135s, but we also use 2170, 2160, 2130 and 1625s, and they all seem to have issues.

I have set P132 to 0, which should mean fixed, and P133 as high as 7 which should be an 800ms buffer.

But when I speak on the phone to test it, there's no delay at all, which I assume means the buffer isn't working, because 800ms is almost a second. My audio problems also persis after that change. I have verified that if i check the phone settings in the gui, it does seem to be using the new jitter settings, but I don't notice them when speaking.

Any thoughts, ideas or recommendations? Should I hear a noticable delay with a huge fixed jitter buffer?
