Internal calls go to voicemail

Set up a new domain, added gateway and handsets. Inbound calls alert handsets and calls are answered, outbound calls work.
All internal calls go to voicemail and I can't see what the issue is. DND isn't on otherwise inbound calls wouldn't alert.
There are several other domains on the same server they all work so I'm lost on this...any ideas

I resolved this but I have no idea what the issue was.
Apart from calls going to VM I found
1. Outbound calls were rejected by the registrar
2. The invite on inbound calls showed the authid not the did
3. Some handsets just wouldn't provision

In the end I gave up, deleted the domain and created a new one. Set up the extensions, devices, gateway and dialplan and it works as expected.
I'm concerned however that this happened and I can't explain it...never been in this position in 30+ years in telephony so I'm putting fusion on ice for now until I can demonstrate more stability
