internal extension call restriction

Hello there; some phone internal extensions, I want to set the call permissions. I made adjustments to "to allow" but I did not succeed.

for example:
101 ext: Do not call for numbers starting with "00"
102 ext: Do not call for numbers starting with "05"
103 ext: you can only call internal extensions, all other calls are off.

I'm not as computer right now. But off the top of my head, copy the permissible dial plans and assign them to a new context. Assign these extension to the same context
