Limiting an extension to only dial emergency number

Hello,
I am looking to see the easiest way to set up a specific extension to only be able to dial out to 911.
We do not want the extension to be able to make any other local or toll calls.

All of our dialplans are set up and working correctly, just looking to limit this extension to our 911 dialplan.

toll_allow usually. All your normal routes part of a 'standard' toll, and your 3 digit route leave it with no toll_allow on it. Does mean making the other extensions on the standard toll allow though.

Would I need to modify any of the current extensions to not have it break how they function?
Or would adding toll_allow into the emergency outbound route, setting to false and then adding that emergency outbound route into a single extension's toll allow field be sufficient?

We have hundreds of customers on our current routes, so looking to do this with no disruptions, and as little change as possible.
The other option we have is just to spin up another PBX instance and change any 911 only extensions to that network address at the customer ATA.

Yeh, you could do that instead. Just be aware of the logic really as they are executed in order. You would probably have to do two routes, one for the emergency with a better priority than a route that checks toll_allow and then instead of the action of bridge you can change it to hangup.

You can also do some logic with ${sip_from_user} instead, this can get a bit messy though if it's multiple numbers.

You can also on some phones (like Yealinks) use their own dialplan features so they can only call specific numbers too.
