I have noticed that the operator panel app does not notice a 2nd call coming to a operator panel users endpoint. Even if the user manually holds the 1st call via the endpoint and picks up the other call it still does not seem to be aware of it at all. Only if the 1st call is ended does it seem to realize that a 2nd call was ever there.

Seems to be the case on 4.2 as well as 4.4. Anyone else experience this / have a workaround?
