Register GSM Gateway at FusionPBX

hello , i am new at fusionPBX , i have tried to register my gateway at FusionPBX (Attachement1), buy my gateway does not has static ip and i do not use proxy on it . so how i can register my gateway as a gateway at fusionPBX?
i tried to create an extension for my gateway. it is registered. but the problem when i send call to gateway , it receive only the extension number at end and i can not pass the destination number to gateway
I think the problem is on dial plan . I am dialing 1403332221 and i see the call comes to gateway but i do not see the 1403332221 at gateway side.
