Any update on this? I have also found that 4.4 does not pay attention to the timezone when calculating the offset. My fix has been to set the Day & Time schedule to UTC but this is not very intuitive.

This is most likely an issue with the PolyCom's Root CA certificates installed. I'd recommend updating the phone to a newer firmware. They add in new CAs with later firmware. You may also add the Root CA to your application profile directly on the phone. Without more info on the phone...
