*4 Call transfer for inbound calls

Hello, when I try to transfer with * 4 in incoming calls, the transmission tone to the outside caller makes the person who will transfer the call to a different extension listen to music on hold. When I do the same thing the opposite For example, when I call an internal mobile number, I can put it on hold with * 4 and transfer from the inside to any internal without any problem.

The person I call listens to music on the wait and I can transfer the call to a person inside. What is the reason I cannot make the same situation on incoming calls?

I have 100, 101 and 102 internals.
for example
When 100 extension calls 101 extension.
When 101 extension hits * 4, 101 extensions are listening to music on hold. 100 internals hear transmission tones.
and it's like 100 internal ones hit *4 It transfers the call to 102 by making 102 #
