Cannot Send Fax [SUBSCRIBER_ABSENT]

My fax server can receive faxes but it can't SEND faxes. Everytime I send a fax it fails and the FreeSWITCH log says:

[WARNING] mod_dptools.c:4401 Can't find user [18884732963@mypbx.com]
[NOTICE] switch_ivr_originate.c:3039 Cannot create outgoing channel of type [user] cause: [SUBSCRIBER_ABSENT]
[DEBUG] switch_ivr_originate.c:4035 Originate Resulted in Error Cause: 20 [SUBSCRIBER_ABSENT]

Does anyone know how to fix this? I checked the forum and found references to the same problem but none of the posted solutions work for me. What am I doing wrong?

Also, is there no way to simply send a fax via T.38 like in Asterisk/FreePBX?

It seems I can only send faxes to extensions on my system. If the number is external I get the [SUBSCRIBER_ABSENT] message. That means there must be a setting somewhere that tells fusionpbx to dial outside numbers for faxes. If someone got this working, please post your info here. Thanks.

Outbound route ?
I do have various outbound routes available. Is there anything special that needs to be done? I even designated one route as Global since it was mentioned in one of the posts I found. If you got faxing working, can you share your settings. Thanks.

Thanks but that is identical with my Fax Server setup. It allows me to receive faxes but I can't send faxes. If I send a fax I get the "Error Cause: 20 [SUBSCRIBER_ABSENT]" message.

is your upstream provider operational?
i think you are not sending the dialout in correct format
have you checked outbound route ?
your outboound routes are domain specific or global ?
Whatever fax number you are dialing out, can you dial out that fax number from the phone within the same domain registereds with your pbx?

Yes. My outbound routes are working but the fax server is not using them and only allows internal numbers as fax destination
My outbound routes are domain specific for mypbx.com but I also created a global outbound route to try and got the same result
I looked at the log but the info is sparse, even at the highest debug level. I have to say that the log reporting in FreePBX is much better. You can literally see every step that's happening and where it fails. Here it's just the 4 lines below.
