Does anyone know why this error happens? How can I fix this?

Could this cause incoming calls to not work? I don't get dial tone and the call just hangs up.
 
In /etc/freeswitch/autoload_configs/switch.conf.xml you will see the following value:

<param name="sessions-per-second" value="30"/>

You are exceeding this value of 30 sessions per second. That would be unusual unless your system is extremely busy.
 
This system only has 2 DID's on it. The server is hosted on VULR. I don't have SSL setup or anything would that cause this?
I've never had this issue before.
 
The 30 sessions per second can easily be reached if you have a large simultaneous or enterprise ring group since each extension called will create a session.

Since your server is hosted on a public IP, the various sip scanners can ht the 30 session limit pretty quickly if your server is targeted and/or you don't have tight enough firewall fules in place
