Debian 11 "The following packages have been kept back"

When I try to upgrade my FusionPBX Debian 11 installation, it says
The following packages have been kept back:
postgresql-client-common postgresql-common
0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.
apt list --upgradable shows I am running version 241 and could upgrade to 248
postgresql-client-common/bullseye-pgdg 248.pgdg110+1 all [upgradable from: 241.pgdg110+1]
postgresql-common/bullseye-pgdg 248.pgdg110+1 all [upgradable from: 241.pgdg110+1]

I can probably force the upgrade by installing the dependencies needed to do the upgrade with the command below but is there a reason why these 2 packages are not upgraded? I don't want to break my installation by upgrading PostgreSQL when it shouldn't be upgraded.
sudo apt-get install <postgresql-client-common postgresql-common>
