Delay or Disconnect in Time Condition

Ok so, I have a customer that needs time condition. When I created the condition, the timing works perfectly. However, when sending a destination to a time condition my calls are delayed or sometimes provides the customer with a disconnect message. My ladder shows my pbx receiving the calls immediately, however the user end experiences something different. When i call, it rings like 8 times then connects. Sometimes it just rings and nothing happens. But, if I change the destination to go directly to the IVR, when called, the call picks up immediately. Can someone assist me with some insight....?
