Ok I though I had an issue with button provisioning but it turns out the phone isn't pulling the configs at all. Someone at some point manually programmed the buttons in the previous post and it through me off.
I am using DHCP option 66 and it seems to be passing the right information because the phone hits NGINX.
Here is what I have in the NGINX logs. It is looking for the general config but never looks for the MAC.cfg file.

I can manually go to static provisioning and put the URL username and password in, reboot and the phone pulls the MAC.cfg.
What am I missing here?
Also I just realized that this is a V1.3 phone and the system only seems to have configuration/firmware for v1.1 and v1.2. Could this be causing the issues?
