GUI missing dropdowns

Anyone seen this GUI bug before ? v4.5.20

There is suposed to be a dropdown for selection in both locations.

always do full updates running them in order. think I should run it all again ?

it always worries me running into issues like this, if it was my live system, I don't usually want to upgrade it to the latest release on a whim, how would you rectify without a full upgrade to the latest version ?
