Hold Music Not being uploaded after FusionPBX Install

Good day,
I am running the latest version of FusionPBX on a Debian 9 system.
Debian 9 was done as a clean install, and FusionPBX was installed after updates, etc were applied.
The issue i have now is one of 2 things,:
Issue 1: When i try and upload anything to play as hold music, the web page says the upload is completed, but I never see my music in any of the categories (8000, 16000, 32000, or 48000.) Furthermore, none of those folders exist on the file system, under /usr/share/freeswitch/sounds/music/default, and I cannot figure how to get those back.
And finally issue 2: I want to play MP3 files as hold music, and based upon the FusionPBX documentation, it says I have to have mod_shout enabled. When I look under modules, there is a, Shout, module running,though, I cannot tell if that is the actual mod_shout mod itself or not.
