Is it necessary to whitelist outbound-only provider's IPs?

If I use a provider for outbound calls only – for example, Flowroute for toll-free termination, do I still to whitelist the IP addresses published by Flowroute in my firewall and access control list (assuming my firewall does not restrict outbound connection to the Internet by default)?

My understanding is that the whitelisting is only needed for external profile port's inbound SIP signaling. Since in this case, my outbound-only provider will never initiate a call/signaling to my PBX, there is no need to whitelist their IPs. It seems to be working this way from my test but I just want to make sure.
