Maximum 1 incoming call for extension

Hi all,
I have a customer, radio station, who have an on air studio, the on air studio needs to only accept 1 incoming call on it's extension(700), any subsequent calls should receive a voice recording stating "Number busy, please try call back later".

I have already created the recording. The system currently has an IVR menu, press 1 for on-air pushes the call through t extension 700. Problem is that extension 700 can receive multiple calls, and the studio when on a call hears the beeping in the background when a 2nd call comes in. I've set the call routing for 700 to push through to an empty IVR menu that has a greeting which uses the recording. However I just keep getting on-hold-music. How can I achieve this so any additional call coming in is deflected immediately to this recording?

Turn 'Call Waiting' off on the handset. It will send a BUSY back to the PBX instead of accepting another call.

It's worth looking at call limit in the dialplan manager you can do a lot with it:
