More reliable gateway failover

Sometimes our primary Gateway for outbound calling will fail calls with 403 and a busy signal. It seems that Freeswitch finds this to be acceptable and does not failover to the second gateway we have in the outbound route. Is it possible to get FS to failover to the secondary gateway in this scenario?

instead of "continue on fail=true" "change it to continue_on_fail=NORMAL_TEMPORARY_FAILURE,NO_ROUTE_DESTINATION,CALL_REJECTED,OUTGOING_CALL_BARRED" or any other reasons you want to try another route.

does this play any message when the call goes to failover gateway ? like SIP Trunk is Full

Typically it would just move on to the next option in the dial plan "silently"
If you want to play a message, it can be added to the dial plan
