No calls inbound on Cisco 7961G phone with SIP41.8-5-4S firmware

I was able to get the phone registered. I am at a loss right now as to why I can make outgoing calls from the Cisco phone but cannot call inbound. I have a yealink phone registered to the same extension and it works fine both ways. Is this an issue with the dialplan.xml file or am I missing something else? Any help even if it is pointing me in the right direction is very much appreciated. I have attached the SEP.xml file.

Thinking this may be a firewall issue with the Cisco phones. If the phone is on the same subnet as the server it works fine but not on any other subnet. The Yealink works fine though anywhere. What am I missing with the Cisco phone?
