Outbound Route Emergency

Hello, I am looking for a solution because I have to set up redirects for French emergency numbers. We have short numbers that the user can dial to contact the emergency department, which must be replaced by a long number to contact the emergency department.
Example: User dials 17 that calls the number XXXXXXXXXX of the fire department.
Do you have any idea so that I can make her outgoing rules

how about making an extension 17 and call forward to your fire department

You need to make an outbound route with condition 17 and have it rewrite the phone number to what you want to be dialed. If I were you I would start searching google for manipulating dialplans.

There are many different ways you could do this. (I see someone has also posted while I was typing this). Probably the simplest would be to set up an outbound route with the destination_number condition (Dialplan Expression) set to your short number, for example ^17$. Then wherever $1 is used, replace this with your long emergency number. Add one outbound route for each number. See attached screenshot:
