restore from old server to new one incoming calls not working: Responding to INVITE with: 480

Good day, i move from old server fusionpbx to a new one, and i cant recieve calls.
Interensting is that some incoming calls go to the destination others no. I don't change nothing in ACL configuration.
In freeswitch cli i receive: Responding to INVITE with: 480
The ip of the server is 192.168.0.99 and the ip of the gateway it is 192.168.0.100.
Any help please, thank you.
