Unable to pick up call shortly after hanging up a call

I have an issue with one client where they hang up a call and they cannot pick up another call straight away, they basically have to wait like 30 seconds to a minute after ending one call before they can pick up another. I am unsure how to troubleshoot this. Using FusionPBX, and Grandstream phones. Would this be a FusionPBX issue, a Grandstream issue or something else? (router)?

Is this in a call centre? Do they have the wrap up time set to 30 seconds?
