    When the user receives the call, they hit the decline button the soft phone(linphone). it returns a 603 decline 5001 is an extension on the system All ring strategies perform the same. When there are multiple users in the group, it stops ringing other members and drops the call as well

    Correct, yup. It drops, doesn't go to the exit destination or the users mailbox

    This hits an IVR first, but either way, if the user rejects the call, it does not go to the exit destination, no matter how long or short the timeframe is.
