Inbound call does not go to VM

Hello,

I am just playing around with a new install of FusionPBX I did the other day, giving it a bit of a test drive. I created a sub-account in my VoIP.ms, and I have a gateway registered. I have created an extension and I have my softphone (Zoiper) registered to it.

I followed the steps in the FreePBX docs to create a destination. I chose my extension as the "Action". When I call the DID, my softphone rings, but if I do not answer it, I get a message saying "All circuits are busy", instead of the voicemail message (currently the default -- "The user at extension XXX is unavailable")

Is there something else I need to do to have the call go to VM? I tried adding an additional action after my "Extension" action to go to my voicemail, but that did not do the trick.
