You need to make an outbound route with condition 17 and have it rewrite the phone number to what you want to be dialed. If I were you I would start searching google for manipulating dialplans.

One more update. On yealink if I set RTP Encryption(SRTP) = disabled it works fine, but when I set it to compulsory it incoming calls don't work. Are there additional steps to get SRTP working on top of TLS?

My guess is this is a nat related issue. Try having your carrier whitelist the local IP of your PBX as well as the public IP and see if the issue goes away. If that doesn't work get a SNGREP raw capture of the call so we can see what is actually going on with the packets.
